Abstract
The research deals with the Hungarian local governments' energy and energy efficiency development in the light of the international practice of local and regional governments. The study focuses on the South Transdanubian region's development circumstances, such as the public administration system, the financial circumstances of local governments and the settlement network. The international case studies represent the potential intervention areas of local governments. These are community development, providing regulatory framework, ensuring local energy development circumstances and operating conditions, working as dominant energy market player (large customer), providing energy supplies from public resources, financing or co-financing (PPP) local development initiatives and starting complex (social, economic and environmental) development projects.
